Abstract

The paper is devoted to the issues of the modern state of the organizational and legal support for local self-government in areas with a compact residence of indigenous small-numbered peoples in Russia. It emphasizes a comparative legal study of the practical implementation of local self-government in the Northern Caucasus and the Northern special-status territories of the Krasnoyarsk Krai.

The paper analyzes the constitutional provisions of the Russian Federation that regulate the right to local self-government and outline state guarantees for its preservation. It identifies the peculiarities of legal regulation of the right to local self-government in accordance with the Federal Law on General Principles of the Organization of Local Self-Government in the Russian Federation. This regulatory act establishes the general provisions, principles, and methods of implementing the right to local self-government in the subjects (constituent entities) of the Russian Federation.

The analysis shows that federal legislation does not restrict the policy-making of the governing bodies of federation subjects regarding local self-government regulation, considering the ethnic, cultural, and historical peculiarities of regional development. The work places special emphasis on the regulatory and legal support of local self-government in the Northern Caucasus and the Northern special-status territories of the Krasnoyarsk Krai. The issues and peculiarities of such regulation at the federal level and the level of federation subjects are also analyzed separately.

The authors provide a comparative characterization of the regulatory and legal support of local self-government in specific subjects of the Russian Federation. The conclusions drawn from this analysis demonstrate that the nature of legal regulation of local self-government in federation subjects is directly dependent on, among other factors, their administrative and territorial structure. 

Special attention is given to the implementation of local self-government in the Krasnoyarsk Krai, where the legislation creates extensive opportunities for its development, aligning with the Constitution of the Russian Federation and federal laws. It is determined that the method of exercising the right to local self-government by specific ethnic groups has manifested practically through corresponding constitutive acts of local self-government entities. An analysis of local self-government implementation in federation subjects with special administrative-territorial status has led to proposals for the elucidation and improvement of Russian legislation.
