Abstract

Despite their dynamic diversity, the processes that unfolded in 2003 failed to improve the situation in the Caucasus. The regional countries—Russia, Azerbaijan, Armenia, and Georgia, as well as the contiguous and extra-regional players—did not change their main policies, and their approaches to the key issues on which local security and stability hinged remained the same
Today, as in the past, the situation can be described as insufficiently stable.
